Ability to filter by time tracking in issue navigator

A new field is introduced in the navigator filter dialog, which is the ratio between actually used and estimated work time. A value of 0% would select all issues where no work time has been filed at all. A value of 125% would select all issues where the actual work exceeds the estimated work by more than 25%.
