Browse ticket using the next/previous button

      Currently, the next/previous button only exist if a user get to the issue via the Issue Navigator. It would be helpful if there is a permanent next/previous button to scroll through issues in the same project.

      Note: Next/Previous button can also be accessed using keyboard shortcut 'j' and 'k'
