Issue create screen does not display Create button after moving window to other monitor

When using dual monitors with different resolutions, JIRA does not display the Create button at the bottom of the screen after moving window to the other monitor.

Steps to reproduce:

• Monitor #1: 1280 x 1024
• Monitor #2: 1440 x 900
• any browser

1. Open a new browser window and maximize it on Monitor #1;
2. On the JIRA dashboard, click Create Issue;
3. In the Description field, enter multiple lines of text until the textbox grows enough that it includes a scrollbar;
4. Move the browser window to Monitor #2 and maximize;
5. Notice now that you can't scroll to the bottom part of the pop-up (which includes the Create and Cancel buttons).
