      Steps to Reproduce
      1. Install Atlassian Developer Toolbox and enable i18n highlighting from Dev ToolBox options: http://HOSTNAME/plugins/servlet/developer-toolbox
      2. In General Configuration change the default language
      3. Access a project permissions page, for example: http://HOSTNAME/plugins/servlet/project-config/DEMO/permissions

      Actual Results

      Fields are not translated. i18n highlighting should display the numeronyms for each permission, but does not
