Vertical Issue Collector renders over other components, eg vertical scroll bars

Steps to Reproduce

1. Create a vertical issue collector
2. Add it to Confluence
3. Create a new page in Confluence
4. Enter enough lines that a vertical scroll bar appears
   • Expected behaviour - the issue collector would not overlay the vertical scroll bar
   • Actual behaviour - the issue collector overlays the scroll bar. See screenshot.
