While using the Issue Collector in other browser (Firefox, Chrome ) the attachment can be attach. However, IE9 or IE10 users can't attach file using the Issue Collector.
The Error will appear like Error.png.
Error in the log:

Root Cause:
In IE9 the Internet Option > Custom Setting > "Include local directory path when uploading files to a server" is enabled. Refer to IE.png
workaround
In the IE9 client, disable the "Include local directory path when uploading files to a server". By default this is disabled for the "Internet" zone.
