I am able to set up a web hook that fires on Issue Created if I define no JQL (see GoodWebhook.png attachment), but it won't fire if I do define a JQL (see BadWebhook.png attachment). I can get it to fire on Issue Updated with our without JQL, but I need it on Issue Created.

The use case is that if a new Incident issuetype is created, that I want to fire off phone calls, emails, texts to notify the responsible parties. Because of this bug, I'm having to not define any JQL which means I have to do the filtering in the webhook itself, which wastes cycles for both JIRA and the webhook.
