If attempting to open config.bat via double-click, the DOS prompt will disappear without launching the Configuration Tool. However, if you run config.bat from the command prompt you will receive the error attached.

Resolution: Edit config.bat and surround the last instance of %_RUNJAVA% with quotes, then run config.bat normally (if you used JAVA_HOME, also surround the first instance of %JAVA_HOME% with quotes)
