Summary

Filter cannot be edited although the right permissions are given. A user must be in jira-users group to be able to edit filter.

Steps to reproduce

1. Create a user with jira-administrators and jira-developers group.
2. Go to Global Permission and grant Create Shared Objects to jira-users and jira-developers group.
3. Make sure the user has the Browse Projects permission also.
4. Go to Issue Navigator, create a filter and save it.
5. Go to Manage Filter and choose to edit the filter. You will be redirected to a login page and "user does not have permission to access this page." error message is prompted.
