Steps to Reproduce:

1. Open a saved filter (but not shared) in Issue Navigator
2. Click the Permlink icon

Expected Results:

1. The url includes just the JQL for the results (as in earlier version of JIRA, e.g. 5.1.8)

Actual Results:

1. It includes the filterid and also the JQL and it breaks the link if it is shared to other users (as the filter is not shared)

Workaround

1. Manually copy the JQL, click New Filter, paste the JQL, search and then share the Permlink
