JIRA Workflow XML import does not validate statuses which are linked to steps

      NOTE: This bug report is for JIRA Server. Using JIRA Cloud? See the corresponding bug report.

      To reproduce:

      1. Export a known good workflow as XML
      2. Find the linked status IDs for any step and replace them with IDs that do not refer to statuses
      3. Re-import the workflow and use it in a project

      This means that workflows could be made active which contain steps without a valid status. I have not attempted to transition an issue to such a step, but I suspect it would either make the transition fail, or corrupt the issue because the status does not exist.

      As a platform it would be nice if JIRA could maintain the integrity of this data so that GreenHopper doesn't have to second-guess it.
