Adding a new Custom Field for a project requires Administrator to have Browse Project permission for that particular project. The listbox shows only those projects where the admin has Browse Project permission, it's not enough to have Administer Project permission. In my opinion this is a bit confusing as the administrator should have permission to do this kind of thing without explicit Browse Project permission.
