Duplicate dialogs and incorrect issue keys after opening the issue actions menu

      Steps to Reproduce

      1. In issue search, open an issue's actions (cog) menu and click "Edit".
      2. Close the edit dialog that appears.
      3. Press 'j' to highlight the next issue.
      4. Press 'e' to edit the highlighted issue.

      Result

      A dialog opens to edit the issue from step 1, not the currently highlighted issue. Immediately after closing the dialog, another one appears.

      Expected Result

      The dialog should be for the highlighted issue and it should only open once.
