Email threading can break due to subtly different In-Reply-To ID values

      This was reported in a support case.
      The user had email headers that look like (anonymised):

      Message-ID: <JIRA.51690.1355842308399.5990.1355842406935@xxx>
In-Reply-To: <JIRA.51690.1355842308399@xxx>

      Message-ID: <JIRA.51690.1355842308400.6040.1355898686961@xxx>

      The second number is the Issue Creation date in milliseconds, and is out by one millisecond.
