The JIRA configuration tool does not expand abbreviated paths for the JIRA home

Setting JIRA the home directory via bin/config.sh does not seem to handle abbreviated paths.

For instance, if the directory starts with "~" (tilde) then it's created within the "bin" directory (e.g. "~/blah" results with "Storing database configuration in /Users/tkotecki/Desktop/atlassian-jira-5.2.4-standalone/bin/~/blah/dbconfig.xml"), instead of expanding "~" to the correct directory.

Reproduced in Mac OS X 10.8.2
