Issue Security Level is not set to default value when selecting different project during issue creation
Configuration example:
test project1 - test1 issue security scheme (default security level value:private)
test project2 - test2 issue security scheme (default security level value:public)
Steps to reproduce:
1. Create an issue. bug1.jpg
2. On the issue creation screen select a different project (Example:test project2).
3. The value of the security level field will set to none. bug2.jpg
Expected behaviour : default security level should be set to public instead of none.
