Changing project in search menu changes quotation marks to HTML encoding

To reproduce:

1. Search for any term wrapped in quotation marks i.e. "This is my search term"
2. After the results are received, change the project that you're searching in

Expected: Search term will be ran against the new project
Actual: Search term has the quotation marks replaced with

"

, which breaks the search
