Security Level resets to 'None' when changing projects in Create Issue screen

Steps to reproduce

1. Create Project 'A' associate with Issue Security Scheme (Level A1) set as default.
2. Create Project 'B' associate with Issue Security Scheme (Level B1) set as default.
3. If you click on create issue, the Project 'A' and Security Level is list 'Level A1' as default. You are still in the create screen and now change the project from 'A' to 'B'. The security level should jump to the "DEFAULT" security level, but it is set to 'None'.
