Symptoms

Workflow stops working for all issues after publishing its draft. For example:

• JIRA may complain about an issue being in an illegal status.
• No transitions may be available to an issue.

Cause

It is possible for an inactive workflow to have a draft. In this mode is is possible to change the parent workflow in a way that makes the draft incompatible. Publishing this draft, after the parent workflow is associated with a project, can result in the workflow and the issues being out of sync.
