In an JAll Ondemand instance,user having admin permissions only in JIRA is not allowed to create project using "External System Import" .

      Steps:
      1. Login as a admin user having permission to JIRA Application.
      2. Press GG and select "External System Import".
      3. Try importing a CSV file.

      Check the attached screenshot, user is not allowed to create project as earlier user needs to have access to all the products for creating product.
