Add drag and drop functionality for IE10

      Internet Explorer 10 supports HTML 5's drag and drop functionality for adding files into the web browser. Currently you only support drag and drop for FF 3.6, chrome 5 and safari 5 for quickly adding attachments. Please enable this functionality for IE10 as well.
