As an Admin that only has access to JIRA (but not other apps), I should see the JIRA welcome dialog

      Steps:
      1. Goto JAll ondemand version.
      2. Login as a user who is admin but has access to only JIRA.

      Result: The Welcome Dialog is not shown for the this admin.

      However when the admin has access to all apps.. it's there.
