Time Tracking Used English While User Preference and Default Language is German

      Steps to reproduce:

      1. In General Configuration, set the Default Language to German
      2. Set the User Preference language to German
      3. Create an issue with an Original Estimate
      4. Log some work against the issue
      5. In the Time Tracking section, the times are shown in English:
      6. The same problem happens in the GreenHopper Classic Planning Board:

      Because of this behaviour in JIRA, GreenHopper is affected as well.
