Suggested users to be assigned are not in "All Users" list

      This might be related to implementation of JRA-27396.

      I have an issue that I want to assign. After I click "Assign" button, the popup appears and some user's name is already selected in Assignee field. If I press the down arrow in that field, I see this:

      Suggestions
      Unassigned
      Automatic
      John Doe
      Stuart Smith
      Wendy Wang
      ----------------------
      Start typing for users
      All Users
      Abe Lincoln
      John Kennedy
      William McKinley

      The All Users list is much longer in our case (about 160). Users who are in the suggested list (John Doe, Stuart Smith, Wendy Wang) are missing from All Users list.

      This is counterproductive as some JIRA users like me never use the suggested list and scroll straight to all users list, but are unable to find the user they are looking for. Please make All Users really an all-user list.
