In JIRA 4.x, when a user edited an issue's labels, they got to select whether notifications were sent for that change. This feature seems to have disappeared in 5.x with the introduction of inline editing for other issue fields.

We go through and add labels to lots of issue to help organize things, and it's kind of annoying that each edit now triggers a separate notification.
