Issue/filter share is not working if the welcome plugin is disabled

In case the welcome plugin is disable on JIRA, it is impossible to send the share notification to any user to either share the issue or the filter.

The following javascript error message will appear once when performing the share operation:

Uncaught TypeError: Object Your browser supports SVG.
You are running Raphaël 1.5.2 has no method 'spinner' batch.js:3204

The root cause of the issue is that the share plugin is currently using one of the Raphael method present in the welcome plugin.

As a workaround solution, please enable the welcome plugin. If you still want to disable the plugin, please disable all modifiable module except the module "What's New Web Resources(whats-new-resources)".
