Description
If a user edits an issue, makes no changes, and clicks "Update", the "Updated" date takes the current date.
This by itself isn't a problem, except the issue is only reindexed if a change has been made. So this updated "Updated" date doesn't find it's way back to the index.
Because of this, users searching on the "Updated" date get results that appear inconsistent. They see one value on the issue but can't search on it because the index contains an older one.
Ideally one of two things should happen:
- Either the issue should be indexed even when no change is made.
- Or the "Updated" date should only be updated when a change occurs.
