Custom fields on attachments

      Recently on a JIRA install, I had the need to record some extra information relating to attachments, namely whether copyright for the attachment had been assigned to the organization hosting the JIRA instance (a checkbox). If JIRA allowed custom fields on attachments, this would have been easy to do.
