JIRA Installer should set the correct collation on table creation

      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      When JIRA creates the tables, it would be better if the necessary collation was set automatically, disregarding possible database creations with a different default collation.
