User email showing in suggestions section with visibility set to hidden

      Assignee user-picker shows user email in Suggestions section, with User Email Visibility set to hidden.
      Steps to reproduce:

      1. Email Visibility set to show user emails
      2. Assign issue to test user
      3. Set Email Visibility to Hidden
      4. Go to assign issue and search for user in the Assignee field

      Previous assignees will show up in the Suggestions section of the user-picker with user accounts email showing.
