When serving images, JIRA appears to be appending charset=UTF-8 to the content-type header. For example, if you load https://jira.atlassian.com/images/icons/improvement.gif and examine the http headers, you will find
Content-Type image/gif;charset=UTF-8
Is suspect this is the root cause of some of the IE8 bugs we see about not displaying icons.
