Need a way to apply a validator to ensure two Issue fields do not match

      We have a field "Assignee" and a field "Verifier" for all our Issues. Process states that Assignee and Verifier may not be the same person. Need a way to apply a validator to transitions to ensure these fields do not match. Alternatively, need a way to validate on Issue creation or editing that these fields do not match.
