1. Add a user(tested with LDAP user) to be a watcher on issue
2. remove the user from LDAP server
3. User is still present in the watcher list
4. Unable to remove user from watcher list

~~Deleted users no longer show on the watchers list, so I am rejecting this fix.~~

EDIT: I misunderstood how this should work. This issue gets the Ship stamp.

The method com.atlassian.jira.user.util.UserManager#getUserEvenWhenUnknown may be helpful in resolving this.
