jira service command does not support restart command

      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      Almost all services under Linux do have a restart command but jira service script (/etc/init.d/jira) provides only the start and stop commands.

      Restart command is a very valuable command and should be provided as well. Also, it is trivial to implement.
