Increase the max number of users to retrieve for assignee to a higher number

      Currently no max value is set when retrieving the list of assignable users, so the max defaults to 50. This should be raised to a higher number so we can more closely reflect the old behaviour. 1000 is the maximum max, so let's try that.

      There may be a performance impact on some systems.
