Allow issues to be assigned to more than one individual

      When JIRA is used in a pair programming environment, it would be useful if issues could be assigned to more than one developer at a time.

      The current workaround involves assigning an issue to one individual. This is workable, but we are unable to track developer time and see what the workload is across our team.
