New Custom Field creation should field configuration context page

A new created custom field should has a page to allow user specify the context for Field Configuration which similar to the screen page.

There's some occasion that JIRA has a long list of projects which doesn't suitable to hide the custom field from there. Thus, field configuration comes to use to hide the custom field.

However, whenever a new custom field created and it will exist in all the field configuration. User will have to hide the custom field from long list of fields in all the field configuration one over another which takes a lots of time.
