JIRA only OnDemand user count displayed in the 'Create User' dialog is incorrect

      The user count displayed in the 'Create User' dialog simply returns the number of users with 'JIRA User' global permissions. This makes sense for the downloaded version but not for OnDemand. The count should reflect the number of users who have 'Application Access' rights. It should also auto-decrement one to cover the Atlassian user.
