Description Field is not Translated when the Description is Empty

Steps to Reproduce

1. Go to your account profile in JIRA, and set the language to German
2. Create a new issue, and fill in the description field
3. (Expected behavior) - The Description field is translated accordingly (Beschreibung):
   
4. Create another issue, and make sure that the description field is empty
5. Notice that the Description is not translated to Beschreibung, it stays as "Description":
