Improve error handling for discontinued issue collector in OnDemand

      (need some design input on this story)

      Original description:

      If I disable a collector and then attempt to create an issue from the client side, I will be given a Charlie maintenance screen. I feel that the end-user may want to see a clearer message telling them the feedback collecting campaign is currently discontinued and thanking for their interests any way. Just a thought.
