'Create Issue' from Quick Links gadget does not utilise 'Create Issue' popup

      'Create Issue' from Quick Links gadget does not utilise 'Create Issue' popup

      If I create an issue by following the 'Create Issue' link from the Quick Links gadget it doesn't utliise the same popup create issue box as the '+Create Issue' link in the top right of the page.

      A nice improvement would be to make creating issues consistent wherever a link is followed from.
