It is occasionally awkward to suggest procedures to users we support when we don't know exactly what they can and can't see. It takes a certain amount of work to ascertain their project roles and then bang that against the appropriate permission scheme, plus you need to be well versed in how the UI adapts to the user's permissions.
A useful feature that could cut through that would be to allow admins to "become" other specific users, and see what they see, before suggesting what they should do to solve a particular problem. There would need to be something conspicuous in the UI to ensure admins didn't forget they were in this mode.
