In line editing of issues interferes with comments permission drop down

To replicate:

1. Create and save a JIRA issue
2. Click on the affects versions, description, or anything that brings up in-line editing, then save the change
3. Click on comment and then try to change the permissions

On Firefox, the permissions button is unresponsive.
