JIRA to not start if the specified database is not in supported platforms

    Description

      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      There are several cases where support has seen JIRA being run on unsupported database versions and types that are outlined in our supported platforms list.

      Please make it so that a database check is performed on start up to see if the database is actually supported for the released JIRA version and from there allow JIRA to continue starting, or die.
