Commenting issue with too long message fails in strange way

1. Limit text field length to 10 characters (Administration/Advanced Settings)
2. Create an issue
3. Comment an issue - enter text having more than 10 characters
4. Click Add button
The following problems occur (please refer to screenshot)

• Two buttons (Sa and Ca) are displayed - clicking makes no action
• Error message is not decorated with class error
