Jira's reliance on cookies for session state causes issues when trying to keep two issue navigators open in separate windows.

Easiest to explain with a reproduction:

1) Open a saved filter.
2) Open a different saved filter in a different tab or window.
3) Sort the first saved filter by clicking on a column header.

Expected result: the contents of the first saved filter is sorted.
Actual result: the contents of the first saved filter are replaced with the sorted contents of the more recent, second saved filter.
