Unicode control characters are not stripped

      Steps to reproduce

      1. Create an issue
      2. Use TextWrangler to open the attachment file
      3. Copy the content of the file and paste into the Comment field of the issue
      4. There will be an error message "Comment body can not be empty!"

      The error also happen to other fields like Free Text Field or Description if you edit/create an issue in a new tab (right click on Create Issue and open a new tab). This error does not happen when using the popup AJAX to create/edit issue in JIRA 5.0.6.
