Long Filter URLs break in IE

Actual behavior:

There are some filters that the URL will exceed Internet Explorer length for URLs and when you click to view the filter results, it will bring you to a broken JQL in the Issue Navigator.

Up and until IE8 the limit was to ~ 2000 characters in the URL. In IE9 it has improved, but not by much, so if you have JQL's that have 4k, 5k characters, the URL still breaks.

Steps to reproduce:

1. Create a long JQL filter that exceeds 2000 characters and execute the search.

Expected behavior:

JIRA should detect that the JQL is long and shorten the URL in some way.

Workaround:

Try using a different web browser. Or a more modern version of IE.
