This issue is easily reproducible with an instance that has a very high number of projects. This test was done on an instance with 1000+ projects with only a single user and no issue. Basically the problem is noticed when we tried to select a project from the dialog from a list of many projects. This will take a very long time to process and eventually throw out a script error as per the screenshot.
