Gliffy JIRA Plugin Link Visible on OnDemand

Repro Steps

1. Enable Gliffy plugin on OnDemand
2. Go to admin screen for "issues"

Error
The link to "Gliffy JIRA Plugin" should not show for OnDemand

This is a regression, and will cause customers to:

• Assume that the Gliffy License was not purchased if they purchased it with their OnDemand license
• Prompt users to use money to re-buy the license
